Unflatten #428

This undoes some of the refactoring of the public folder 4 months ago. JS/WASM and CootWorker are still in top level, but css, pixmaps, tutorials, etc. are moved to baby-gru once more.

In addition a minor change allows moorhen to be served from non-root folder of server. This should make for more flexible deployment options, at least in testing.

Merge unflatten branch which undoes some of public folder refactoring earlier in year.
