pylast version pinning #30

Thanks for the fix!

Even though newer versions of pip shouldn't try to install pylast because it correctly claims to require Python >= 3.5, it makes sense for us to add an upper version limit so that installation of Mopidy-Scrobbler continues to work with older pip versions.
