mame2003plus screen refresh rate issues #54

Noticed some games, e.g. snowbros, rtype, have the wrong refresh rate and stutter. Try snowbros until the end of a level to see the stuttering screen scroll down/up.

These worked perfectly on v1.

Works fine on the Neogeo core, must be an issue with mame2003plus. Noticed the timings are exactly the same on both cores so not an RGBPi issue.
