missing toolbar when viewing single page PDF in new tab #19146

Steps to reproduce

Pre-req: Find a single page PDF link that will open in a new tab.

  1. Scroll down the page so that toolbar auto-hides.
  2. Click on the PDF link
  3. Observe single page PDF displays in new tab
  4. Try to navigate back or away

Expected behavior

You are able to access the toolbar without exiting or leaving the app.

Actual behavior

I was stuck on the PDF and couldn't leave or do anything else. I wasn't able to get the toolbar to reappear without leaving the app.

Verified as fixed on v127 (42083), with iPhone 15 (17.4).
