[intermittent] UI issues for VPN stable state after recovering from “No signal” state

Important details:

• the internet works as expected;
• this is intermittent and the steps to reproduce are not always the same -> this was encountered while the device recovered from sleep mode as well; 
• we were also able to see this on Windows 11; 

Affected versions:

• 2.18.0 (2.202310192112)

Tested Platforms:

• macOS 14 / 12.6.6; 

Prerequisites:

• Have Mozilla VPN app installed and open;
• Have a Mozilla account with an active subscription;
• Be signed in;
• Have the VPN in ON state;

Steps to reproduce:

1. Disconnect from the internet;
2. After 20-30 seconds, reconnect to the internet;
3. Observe the VPN state;

Expected result:

• The VPN state is correctly represented by the green shield from the globe icon, together with the green status indicator from the system tray bar; 

Actual result:

• The VPN state is not correctly represented as the globe icon displays an orange shield, while the VPN is up and running. The status indicator from the system tray bar is orange;

I was able to see this on Mozilla VPN 2.21.0 (2.202402051724), using Windows 11. Attaching ss as well.

I was able to reproduce this while on Mozilla VPN , using macOS 142.23.0 (2.202406041849); attaching ss as well;
