Add rough dockerization #37

This dockerizes snappy. It also adds a Makefile that simplifies some common dev stuff like building, running, cleaning, linting, running tests, etc.

I've never really understood the requirements or use scenarios for the code in this repository, so I think you're going to have to take it from here or write up a spec for who's using it, in what context and how you think it should work.
