Implement an action management service #449

This service will provide the foundation for the features supported by the client daemon in phase 1 of its development. This will include:

  1. [x] Creating an action
  2. [x] Retrieving actions as JSON so that they can be signed by another investigator
  3. [x] Dispatching actions
