Update welcome email copy in conjunction with legacy tools comms

Overview: We will be announcing our plans for legacy tools in the next week to active Webmaker users via a blog post and an email (details here: https://github.com/MozillaFoundation/plan/issues/430#issuecomment-96084500)

For people creating accounts between that announcement and the launch of the new Webmaker in June we want to update existing welcome email copy to stop promoting these tools and/or include info about their future.
