A resolution was made for csswg-drafts/#10715.

[css-overflow-5][css-scroll-snap-2] Snapping and generating scroll-marker pseudo-elements from fragments

RESOLVED: Add ::column pseudo, as a leaf node on the multicol, supporting scroll-marker and scroll-snap-align
