Tokyo Region Cleanup #1295

Double check that the tokyo region (including s3 buckets) is all cleaned up. Write some automation with AWS services that sends us an email when/if something gets spun up in tokyo. (gold plating) deploy that same automation to all the other regions we don't commonly use.
