Bedrock TP failover testing #1302

Test failovers from https://github.com/mozmeao/infra/issues/1301 in staging, to make sure there isn’t an issue with cloudflare + traffic policy + netlify.

Note for testing: two 'scenarios' here, when all k8s clusters fail we want 'automatic' failover. And, we should write 'manual' instructions, and make sure following them works as expected.
