[Artemis] Migrate all infra-services to new clusters #1316

Migrate prom/prom-sauron and the other services currently deployed by the infra-service pipeline to the new eks clusters. Don't Tear down those services yet. And we may need to reconfigure slightly to get old and new data visible at the same time.
