Remove all references to the edk2-libc repo #95

tianocore/edk2-libc repo is no longer needed so remove all references to it.

We need to clear it from the cgmanifest_template.json file as well, so it won't get regenerated next time we do a full refresh of the manifests. Never mind, lost track of which pull request this is.
