Public status page improvements

Note: I'm not sure how to use the translation system, so the new component would require that implementation.

Notable Changes:

• Added StatusHeader.tsx Component: Introduced a new component that displays the latest overall status of all services, along with the last update timestamp. This component enhances visibility and provides real-time insights into the health of services.

• Modified Styling of index.tsx and body.tsx: Made minimal layout and color adjustments to improve the user interface. Added separators between services to enhance readability and organization.

• Updated parseHealthStatusByPercent Function: Revised the logic in client/utils/health.ts to classify services as green when their health status is greater than or equal to 95%, rather than only at 100%. This change allows for a more flexible representation of service health.
