README flow refresh
Update to latest containerapps branch upstream, including the use of bicep
Add a debug echo on the final env variables
Call out key vault cleanup
Bicep quality of life updates (comments, API updates, etc)
Moved to managed identity access to ACR (no more admin user!)
Moved to azure diagnostics-based logging (align with ALZ) on ACA

Tested end-to-end.
