It's present in the msysgit/msysgit repo (https://github.com/msysgit/msysgit/tree/Git-1.9.5-preview20141217), but the 'git' submodule points at a non-existant commit 0d6f7c80248f92fcbcc5cb79ca834fb6b3f4857b

This is on purpose. I will push it in a few hours (you will note that msysgit.git's master branch was also not updated yet, for the same reason).

Any word on the source code for this yet?

You will understand that only trusted parties were allowed to see the patches before release (even if that meant that fewer eyes were making bugs shallow), and that it was a conscious decision to withhold the patched code for a couple of hours after release, to allow Git for Windows users to catch up with the update.
