Make the code uniform in terms of:

[x] nomenclature (e.g. variable names)
[x] function interfaces (e.g. 1st place pass image, then arrays, then dRA, dDec,..)
[x] comment style, both for function docstrings and line-comments (comments are above, below, with highligh lines ////////// //// or *** ****).

I just made the signatures uniform: const or not, where should it be etc.. in e1799a5
