This needs a think. Currently it's not consistent.

The main issues are to do with sending out signals in Hail, Registrar/-strant, and the Clock classes.

Okay, I've dealt with this in the series of commits starting with fb23f06 and ending with ca58fac.

Hail and Registrar not both properly recover from Cmd-. and keep their discovery signals going.
- this wasn't such a problem with Hail, as peers are added on replies as well, but it's consistent now
BeaconClock and ConductorClock both deal properly with permanent_(true).
