[sovereign] Solution to not request peer miniblocks on epoch change #6600

Reasoning behind the pull request

For epoch change, each node was doing unnecessary requests for miniblocks(peer+reward), causing network flood
Those requests were not needed, since every node will create its own peer+reward mbs, but they were requesting that data in advance

Proposed changes

Added created mbs to pool
Moved createEpochStartData from CommitBlock to ProcessBlock
Some extra fixes + cleanup

Testing procedure
