[sovereign] Fix trie reads usage counter in blockchain hook for GetStorageData

Reasoning behind the pull request

• Disable usage counter checks for meta addresses

Proposed changes

• At epoch change, there are a lot of trie reads/writes which would return errors if we would count them.
• Those are disabled on metachain on normal code, so we disabled it for sovereigen meta addresses
