Loading state for Probation Search button #125

Since the probation search takes forever to load, a loading state would be helpful.

@tdooner tossing over to you, the loading indicator is done. It's a class that transforms a button into a spinning arc.

See the sandbox file.

It's a matter of adding/remove the class "loading" now
