simplecov needs to be fixed to 1.17.x because of a compatibility issue with codeclimate test reporter.

Tbh I'm not really happy with adding this to the same job (or workflow even). Our current options seem to be:

doing this
or setting up separate jobs/workflows but repeating the common steps/config in each of them.

That is at least until this is done: https://github.com/actions/runner/issues/646.

Right after finishing this I did a quick google search and found out there's actually a Github App that does a better job :facepalm: we're looking into activating this on all repositories with @luchotc
