If you have the 4GB MNV303212A-ADIT (note the I) or the 4GB MNV303212A-ADAT (note the A) variant then it does have at least one SFP+ Port connection.
Do you have xcd constraints of SFP+ transcievers?
I have not yet tested the U25 board for SFP Port connections.
So far I have found the PCIe connections.
The U25 Product Brief does not explicitly mention the SFP ports connect to the FPGA. I got that from this article. The U25N Product Brief shows the SFP ports connected to the FPGA but also implies the U25N does not have a PCIe connection to the FPGA. Only the U25 definitely has a PCIe connection to the FPGA but it requires a Debifurcator and Boot Delay or a server motherboard with Bifurcation support.
If your Innova-2 is a variant with a SlimSAS connector you can try using an OpenCAPI_Breakout board plus SFP-Breakout-Board plus an appropriate oscillator to piece together an SFP+ port that is connected directly to the FPGA.

I have ADLT version. Mine board does not have populated OpenCPAPI connector and seems some components are not populated near the connector, too.

That is strange. Unless someone used the board as a donor to fix another board I don't understand why it would not include components.
There are 4 different Innova-2 boards I am aware of. There are the three MNV303212A-ADxx boards that look similar (ADAT, ADIT, and ADLT). The MNV303611A-EDLT is also know as the Innova-2 but it has no DDR and 100G QSFP connectors instead of 25G SFP+ connectors.
