Add prominence to announcements #6934

Such an option would allow announcements to be stored in the system ready to be reactivated.

Current visibility options for announcements :

everyone all users see the announcement as a site-wide popup
pro users see the announcement on the pro dashboard
admin users see the announcement on the admin summary
pro_admin users see the announcement on the admin summary

The refers to the site wide banners.

The current "visibility" levels are linked to roles.

I think we could handle this with our usual "prominence" setup, where an Announcement can have "normal" or "hidden" values. A good case for #6931.

An additional option might be to set announcements to only be visible to signed-in users, although I'm not sure whether this would actually be used.
