The Dockerfile you link to doesn't appear to match the output you quote, but I think I've diagnosed the issue anyway – you are installing Django 1.10 in that run, and Django 1.10 support will be added when https://github.com/mysociety/mapit/pull/248 is merged, it currently errors as you have seen. The LTS 1.8 version should work fine, if you want to get up and running before that's merged (though I should merge it today hopefully).
If you're using Docker, I guess you might want the database and application to run in separate containers, but I might have misunderstood :)
This is now merged, so do try again and reopen if it still doesn't work. I'll do a new pypi release soon.
