This fixes a set of data issues in the people.json:

Four overlapping time ranges manually fixed for Lords
A set of time range overlaps fixed - start of new range moved one day later https://github.com/mysociety/parlparse/issues/188
an empty rather than absent start_date for a name.
misnamed 'end_reason'.
remove all shortcuts https://github.com/mysociety/parlparse/issues/190

Pre-requisite to adding validator action.
