Election names include the year inconsistently #795

Currently the following elections have the election year at the start of the name:

the following have it at the end:

and the local and mayoral elections don't have it at all. This means that WCIVF and other sites (like Election Mentions) present a rather inconsistent list to users, which is hard to read. In addition, elections without years are displayed in places on the site in such a way the user can't work out when a candidacy was.

+1 from me. Spotted this last week and emailed Joe with a similar suggestion. [edit to snip grouping comments] Also mentioned grouping but will further this in 598 - thanks @tfgg for highlighting it below.

Grouping similar elections together in the UI is down as issue #598.

I disagree on having mayoral elections as a single election. Partially my fault for not publishing my blog post explaining the rationale behind the election identifier system, but basically the idea is that mayoral elections are regulated separately by the EC and they can all happen at different times. It's a bit arbitrary, I agree, but PCCs having posts and mayors being separate feels right. UI issues can be fixed by having groups.
