Add ward-level map to council results pages #912

The coloured 'council control' map on the front page looks nice, makes sense, and is informative as-is.

The single council's 'control' map on the council's page isn't particularly informative but seems worth keeping.

Ideally there'd also be a ward-level map for just the featured council, under the council-level one with the obvious spec of: party coloured wards with popups that link to each ward's results page. This'd really come into its own when there's NOC and a good range of ward winners, eg here.

I really like this idea, and actually have the code in place commented out (I tried to do it at about 4 in the morning on election night, and gave up!).

My question is: what should happen when there is more than one winner in the ward, from different parties?

That'd be no problem - colour it grey for no overall control and link to the ward for full info.

ps. I like the colours the BBC used: image With yellow for SNP and PC, and green for Green.

Clear works well for no election but white for 'awaiting result' works well, so perhaps use it with a slightly darker grey for dc's no overall control colour?
