script to set winners from 2010 UK general election #940

This fetches the list of MPs at the 2010 general election from TheyWorkForYou and uses the parlparse ID to find the corresponding YNR people and set the candidate property on the 2010 candidate membership.

Fixes #931

A couple of small comments but otherwise this looks good.
