Lacells: Parse URLs from lacells-countries.csv #50

This adds using the "urls" column as mentioned at https://github.com/n76/Local-GSM-Backend/issues/6#issuecomment-167863185. It supports relative and absolute URLs.

p.s. I'm really happy this made it! I'm seeing if I can move the location to a different server (getting to a size Github limit), this will be able to do so smoothly :)
