`optional_args` for some commands #172

As discussed this is going to be for the very long term, when we'll have proper documentation.

Opening this to keep tracking of features to be implementing.

This closes https://github.com/napalm-automation/napalm-base/issues/117 as we can add the optional_args to the existing cli() method.
