Describe the contribution Use the "generate_config_includefile" for all headers that can come from alternate source (e.g. generated or mission-supplied).

Testing performed Build and run LC in variety of configurations

Expected behavior changes Better organization, more modular

System(s) tested on Debian

Additional context See nasa/HS#87 for reference - this is basically the same change applied to LC, making it consistent.
