Mark has some unpublished boundary data and aims to work on it (between dungeon visits) to get it ready to pass to Ft. Collins asap. This is just the boundary from a legislative map - i.e. doesn't include a segment map.

We are finishing up mapping COLT and I found out that...
The Act of December 19, 2014, authorized the establishment of Coltsville National Historical Park when: (A) donated lands and interests are of a sufficient quantity to constitute a manageable park unit, (B) the owner has entered into a written agreement with the Secretary to donate, for park administrative purposes, at least 10,000 square feet of space in the East Armory, and (C) the Secretary has entered into agreements with the State and its political subdivisions that land owned by such parties will be managed in a manner consistent with park purposes. The park will include certain specified sites, as depicted on the map entitled “Coltsville National Historical Park – Proposed Boundary”, numbered T25/102087, and dated May 11, 2010.
So basically COLT is a preliminary unit until acquisition happens. I won't be able to distribute any products or information which may give the impression that COLT is one of the 410 official units until the above criteria is met. Likewise you should not include COLT in your products. As a rule it's best to follow the NPS Public Affairs Office lead on when to publish data on new units.
Nigel @ NER reiterated the same thing:
Please remove COLT and HATU entirely from NPPlaces and NPMap. Per the appended message from [Lands], COLT is not an NPS unit at this time. He said there is a similar situation with HATU and to refrain from including that in anything we release from the NER as well. It sounds like both are pending, but they have to stay 'dark' until the criteria in the enabling legislation is met and their status is officially changed.
So, we will hold off on adding a boundary or label for COLT until it is truly an "official" unit.
