setting up locale #2

In Xamarin.Plugins there is an option to define the Locale/Language of Speech. It would be nice to have this option in nativescript.

This is definitely on my TODO list - not sure when I will have the time, probably a week or two away.

Always open to pull requests in the meantime :)
