add support for cosine_similarity clustering

• adds functions neuprint_cosine_plot() and neuprint_cosine_matrix()
• also neuprint_connection_table() can fetch more details
• depends on a new package https://github.com/natverse/coconat

Note the test failure on Windows is unrelated to the new code but instead due to an igraph build issue.
