This PR adds/fixes the following:

Adds the TaggedSerialzer mixin to the serializer so Tags get exported with contract
Adds tags to filter and filter form so you can filter by Tags
Add Tags column to contract table
Update Nautobot version in task.py to 2.2.4

I added a separate changelog for the additions. Is that correct? If you'd like me to remove the 2.2.4 update just let me know.

No, I just like the new UI. I don't mind reverting if you'd like!
