Add jdk 21 to ci build. It also includes

bump up gradle version : 8.4 -> 8.5 (gradle 8.5 supports jdk21)
bump up spotbugs version : 4.7.6 -> 5.2.5 (latest version is 6.0.x. But it doesn't support jdk 8)
