Added a loader to the pathway API on the user dashboard. #1120

It takes a long time to load and display the User Dashboard page when logging in with username and password.

To resolve this,adjusted the dependency in the useEffect hook on the login page.

When refreshing the User Dashboard page, a white screen was showing. Therefore, added a loader there.
