Add localization platform #51

With #7 I would also add localization platform like hosted weblate (or crowdin)

Yeah, I'll have to add one of these. Which one do you recommend? I have never used either of those.

@navorite Well, hosted weblate is open source. Crowdin is closed source. Both are free for open source apps. Crowdin has voting (Hosted weblate maybe too, but I didnt see it yet) Hosted weblate has nice graph to Readme. (Crowdin I think doesnt)

They are the most used. I didnt yet set up either of them, so I know tgem only as user.

I believe Weblate provides free hosting for open source projects with activity, am I right?
