Move data update instructions from README to separate file + related etc #53

Since the instructions for updating data is really meant for developers of the mbbs package rather than users, I propose to move that content currently in README.md to (e.g.) doc/update_data.md.

Also, we should add links to important documents like "'NC Mini BBS Route Runners' google sheet".
