Uncertainty update #288

This inserts the new uncertainty treatment in the md, and should merge alongside the changes in creditr. I have chosen to write about this in the most straightforward way possible, rather than shoehorning this deduction into the language of a multiplicative uncertainty conservativeness factor via several redundant operations.

Sadly we don't have preview/staging deploys to render branches set up on this repo, but once this is merged, the https://github.com/ncx-co/ifm_deferred_harvest/actions/workflows/pages/pages-build-deployment Action should automatically build and deploy it...

...to https://ncx-co.github.io/ ? But nothing's there. Hmm.

https://ncx.slab.com/posts/ncx-open-source-methodology-rtcfo6xi doesn't say anything about deploying a rendered version of the methodology. Maybe we just expect people will look at the rendered Markdown file directly, https://github.com/ncx-co/ifm_deferred_harvest/blob/main/harvest_deferral_ifm.md ?

I guess that's fine.
