Add 'initial_salt' parameter to the request API and Add RP message API #61

Add initial_salt as an unrequired property in a request body sending from RP client to RP API for generating custom initial_salt from users
Add RP message API matching the rp-message branch in the smart-contract repository. (https://github.com/ndidplatform/smart-contract/pull/24)
