Include --html flag for haddock in doc generation #20

For some reason, "neil docs" was only creating the hoogle output. This fixed it.

Weird, I guess various versions of Haddock behaviour differently? Certainly no harm in being explicit though. Would it be useful if I make a new release of the package with this change in? I always run neil out of a repo, but if it's easier for you, happy to make a release.

Thanks @ndmitchell ! I am uncertain about the cause of this. I personally don't mind if you release it to Hackage or not. I run neil from the repo as well.

I did a new version anyway, since if it's started hitting you, I imagine it might hit others sooner or later.
