Generated package.json should use corresponding near-workspaces-js version #114

Generated workspace version should use the version of workspace-js, not near-workspaces-init. and each init have a pinned -js version. The mapping of workspaces-js and workspaces-init versions should be enforced in commit hook. or developer.md/contribution(tors).md at least
