Efficient broadcasting using MST #2221

Effectively evaluate current broadcast penalty in terms of number of messages, latency and network throughput consumed.

Use [Minimum Spanning Tree](https://www.gsd.inesc-id.pt/~ler/reports/srds07.pdf) to improve performance of broadcasted messages.
