Structure control migration fix ups

Some fixups related to structure control:

• Remove measure_variable column from tables memory_control and table_control
• Rename control_measure_map to measure_map and control_measure_location to measure_location

To consider: rename model classed ControlMeasureMap and ControlMeasureLocation as well. Will be handled later

This is a separate migration because these changes require changes in the modelchecker and template worker.
