Update KSPe.Light for KSPe #16

As the title says, update the KSPe.Light for https://github.com/net-lisias-ksp/KSPAPIExtensions/issues/21

use 2.4.0.4 as base, unless it's proven that this issue also fixes the problem that forced me to rollback https://github.com/net-lisias-ksp/TweakScale/issues/216 on TweakScale!

Forgot to close this one. Anyway, yet a new KSPe.Light was issue in the mean time, and it was published on 2.1.1.8.
