Add support to geoquery Training to Travatar

In this pull request, there are several changes:
Modify mert script to support the geoquery training.
Add some related options for hiero translation.
Implement support to the dictionary so it can handle up to 100 non terminals.
Deleting all nodes that has no edge in the hiero translation hypergraph creation.
Update test for hiero-lookuptable.
Temporarily disable test for hiero-lookuptable-fsm
