Personalization: Adding header picture #966

Nextcloud (please complete the following information):

Is your feature request related to a problem? Please describe. I would like to add a picture to the header, so the form would look nicer.

Describe the solution you'd like Ability to add picture to the header.

Describe alternatives you've considered Not using pictures and the forms look dull.

Additional context We use them also for applying for our workshops and forms would look nicer if we could add pictures in header on in background.

This feature was also requested in a few user testing sessions when participants were asked what's their feature wishlist. At the moment, the form takes the default header of the instance. They explained that they would like to customize the look of each form depending on their needs/projects they're working on. They'd like to change the header and logo accordingly.

How would this feature then interact with public pages? Should the header/footer still be shown? I think there are some more questions that need to be answered before we can go on and plan to implement it.
