[feat] allow yaml file to provide single values #169

[x] allow yaml file to provide single fix values (eg. sequence length, etc), without the need for creating ray tune space chosing from a range of values, etc. [x] also fixed a bug in the launch_predict.py (as boolean arguments should be actions)
